A total of 256 organizations and trade bodies representing authors, composers, performers, writers and others across multiple cultural and creative sectors have signed a letter urging the European Parliament to adopt the copyright directive in the digital single market.

The European Parliament is set to vote on the directive in early April, which will determine how creators will be compensated in the digital age. Upon passage, it would then be transposed into law in member states. 

The most important provision to the music business is Article 13, which would essentially end the legal "safe harbor" from copyright infringement that sites that rely on user-uploaded content now have in Europe. Those companies, including YouTube, would become legally responsible for infringement that takes place on their platforms, and be required to sign deals that provide rights holders with "fair remuneration."

That would mean YouTube would have to pay royalties closer to those of Spotify and Apple.

The signatories include numerous European music organizations, such as IMPALA (indie trade body), CISAC (network of authors' societies), AIM (UK indie trade body), GEMA (German PRO), SACEM (French PRO), PRS for Music (UK Pro) and SGAE (Spanish PRO), among others.

The Letter

TIME TO ADOPT THE COPYRIGHT DIRECTIVE

We, the undersigned organisations, representing authors, composers, writers, journalists, performers and others working in all artistic fields, news agencies, book, press and music publishers, audiovisual and independent music producers call on the European Parliament to adopt the Directive on Copyright in the Digital Single Market.

This Directive has been long sought to create a much-needed level playing field for all actors of the creative sector in the European Digital Single Market, whilst giving citizens better access to a wider array of content.

This is a historical opportunity. We need an internet that is fair and sustainable for all. This is why we urge policymakers to adopt the Directive quickly, as agreed in trilogue negotiations.
