Tennessee's recently passed college anti-piracy law, approved last Wednesday by Gov. Phil Bredesen, will cost the state's university system more than $11 million his year and roughly $2 million a year moving forward.

A fiscal note with a summary of the costs (.pdf) reveals one time costs of $9.5 million (for monitoring software and hardware), $1.65 million charge in fiscal '08-'09 (for costs including 21 staff positions to monitor the network), and $1.96 million a year moving forward, beginning in '09-'10, to keep the program going.
