Justin Bieber celebrates his first No. 1 on Billboard's top 40 radio-based Pop Songs airplay chart (dated Oct. 24), as "What Do You Mean?" rises 3-1. The single likewise became Bieber's first leader on the all-format airplay/sales/streaming-based Billboard Hot 100 upon its Sept. 19 debut at No. 1.

Bieber had previously peaked as high as No. 2 on Pop Songs with "Beauty and a Beat," featuring Nicki Minaj, in 2013. He's notched five top 10s on the Nielsen Music-measured ranking dating to his 2009 debut. He tallied his prior Pop Songs top 10, "Where Are U Now" (with Skrillex and Diplo), which reached No. 6 in September.

"Mean," which earns Greatest Gainer honors on Pop Songs for a second straight week, is the lead single from Bieber's Nov. 13 studio album, Purpose. "Radio's going to embrace [the song] in a big way," Sharon Dastur, iHeartMedia senior vp of programming integration, correctly predicted in August. "He's gotten back into the good graces of people, not only from ['Where Are U Now'], but from the way he's basically said, 'Hey, I've been growing up.' "

Simply put, it "is a great pop song," says WBLI Nassau, N.Y. program director Jeremy Rice.
