T.I. and U.K. singer Jay Sean tear up the Billboard Hot 100 this week, as T.I. scores the week's highest debut and Jay Sean earns his first top 10 on the chart.

The incarcerated T.I.'s "Remember Me," featuring Mary J. Blige, debuts at No. 29, boosted by 81,000 downloads. Jay Sean's "Down," featuring Lil Wayne, zooms from No. 63 to No. 6 in two weeks. The U.K. singer's video premiere on YouTube July 23 was followed by a download increase of 136% for the track, which also logged a 50% increase in radio audience impressions.

Other chart highlights include Randy Houser, whose "Boots On" climbs to No. 55 on the Hot 100. The rising star is also No. 5 on Hot Country Songs this week. Kristinia DeBarge follows at No. 59 on the Hot 100 this week with "Goodbye," as the No. 23 debut of her album on the Billboard 200 prompts an 11% increase in downloads of the single. Kristinia's father James and his band DeBarge peaked at No. 19 on the album chart in 1985 with "Rhythm of the Night."

This week's Hot 100 is topped once again by the Black Eyed Peas' "I Gotta Feeling," followed by Drake's "Best I Ever Had" holding at No. 2, and Taylor Swift's "You Belong With Me" climbing 4-3. Driven by non-country radio airplay, Swift's song has the largest crossover radio audience since Faith Hill's "Breathe" in 2000.

Keri Hilson's "Knock You Down" featuring Kanye West and Ne-Yo falls 3-4, Kings of Leon remain at No. 5 with "Use Somebody," Sean Kingston's "Fire Burning" falls 6-7, the Peas' "Boom Boom Pow" falls 7-8, and Lady GaGa's "Lovegame" drops 8-9. Cobra Starship featuring Leighton Meester's "Good Girls Go Bad" rises 12-10.
