Lady Gaga pulls off the pan-European double again, withstanding a new entry by MGMT to keep control of Billboard's European Albums chart with "The Fame" (Interscope/Universal) and starting a second week atop European Hot 100 Singles with "Telephone," featuring Beyoncé.

In its 66th chart week, "The Fame" falls 1-3 in the United Kingdom, 6-8 in Switzerland, 7-9 in France and 6-11 in Portugal. But the long-server still accumulates enough points across the entire region to stay ahead of MGMT's new entry at No. 2, "Congratulations" (Columbia/Sony Music Entertainment). That sophomore release sells 17,000 for a new entry at No. 3 in the United Kingdom, also starting at No. 5 in Switzerland, Austria and Ireland, No. 7 in France, No. 18 in Portugal and climbing 11-6 in the Belgian region of Flanders.

Slash's self-titled album, out on Roadrunner in Europe, races 15-3 on European Albums after two No.1 debuts, in Austria and Sweden, and a No. 4 entry in Germany. It's down 3-4 in Switzerland, 4-9 in Denmark and 30-51 in the United Kingdom. The album, which EMI Label Services has for North America, is out via a number of different deals worldwide, also including Sony for Australia and Universal for Japan.

Black Eyed Peas' "The E.N.D. (The Energy Never Dies)" (Interscope/Universal) is up 5-4 overall, also making that move in Flanders and improving 6-4 in neighboring Wallony. German reggae artist Gentleman makes his latest top ten entry Europe-wide, at No. 5, with "Diversity" (Universal), which enters at No. 1 in Germany and No. 2 in Austria and Switzerland. That improves on the No. 9 start on the collective chart for "Another Intensity" in 2007 and No. 8 for "Confidence" (Sony Music) in 2004.

Amy Macdonald's "A Curious Thing" (Mercury/Universal) and Madonna's "Sticky & Sweet Tour" (Warner Bros.) are in decline on the aggregate survey, 2-6 and 4-7 respectively. Macdonald is still No. 1 in Switzerland but down 1-4 in Austria and 3-5 in Germany. Madonna is down 1-2 in Portugal but is up 9-8 in Wallony and 10-8 in Holland, also holding at No. 4 in Italy.

London rapper Plan B's second album "The Defamation of Strickland Banks" (679/Atlantic/Warner Music) takes a pan-European bow at No. 8, after debuting at No. 1 in the United Kingdom on sales of 68,000 units, and at No. 9 in Ireland. The album includes the recent U.K. No. 3 hit "She Said."

Hard rock bastion Scorpions is back up 10-9 on European Albums with "Sting In The Tail"  (Sony Music Entertainment), while Justin Bieber falls away 3-10 with "My World" (Universal Island/Def Jam). Scorpions is up 4-3 in Germany, while Bieber jumps 15-10 in Denmark, as his single "Baby," featuring Ludacris, falls 5-7 on Hot 100 Singles.

Lady Gaga and Beyoncé retain control of that chart after "Telephone" scored another week at No. 1 in Ireland, Flanders and Wallony and climbed 4-2 in Italy and 4-3 in France. Cheryl Cole's former U.K. No. 1 "Fight For This Love" (Fascination/Polydor/Universal) marks six months on Hot 100 Singles by rebounding 17-3, after leaping 6-3 in Switzerland, 6-4 in Austria, 23-5 in Sweden, 14-5 in Holland, 11-7 in Wallony and debuting at No. 7 in France. 

Meanwhile, Usher had his first U.K. No. 1 for five years on the Official Chart Company's singles chart. "I Need You Tonight" (Virgin/EMI) by Professor Green featuring Ed Drewett arrived at No. 3. Kelis' "Acapella" (Interscope/Universal) debuted at No. 5 to become the American star's sixth U.K. top ten hit but first for three years. Also debuting in the singles top ten, at No. 7, was "Naturally" (Hollywood/Universal) by U.S. teen act Selena Gomez & the Scene.

Scouting For Girls' second album "Everybody Wants To Be on TV" (Epic/Sony Music Entertainment), which follows their recent first No. 1 U.K. single "This Ain't A Love Song," was behind Plan B at No. 2.
