MAKING 'HEY': OutKast casts out Ludacris from pole position, as "Hey Ya!" (Arista) takes the lead on Billboard's Hot 100. It's the second OutKast single to reach the top, as "Ms. Jackson" spent one week at No. 1 in February 2001.

"Hey Ya!" is the 11th song to advance to the summit this calendar year. That's a more rapid turnover than the rate of new chart-toppers in 2002, when only seven songs moved to No. 1. Three songs had double-digit runs at the top last year, while the longest any song has remained No. 1 in 2003 is nine weeks.

With just two more chart weeks to go in the calendar year, "Hey Ya!" could be the final No. 1 of 2003, though it must withstand challenges from two strong contenders, including another song by OutKast. The Atlanta duo is also No. 3 on the Hot 100 with "The Way You Move." The other candidate for No. 1 is "Milkshake" (Star Trak/Arista) by Kelis. Her single surges 12-4 this week, placing her in the top-10 for the first time.

LOCKE-ING UP THE CHART: Second season "American Idol" finalist Kimberley Locke makes her first appearance on a Billboard chart under her own name, as "Silver Bells" (RCA), a holiday duet with "Idol" runner-up Clay Aiken, debuts at No. 22 on Billboard's Adult Contemporary tally.

Locke placed third in the second-season "Idol" competition, making her the highest-ranked female singer. She has charted with other contestants, credited as American Idol Finalists on the singles "God Bless the U.S.A." and "What the World Needs Now Is Love."

"Silver Bells" appears on the album "American Idol: The Great Holiday Classics," along with Aiken's "The First Noel," which also debuts on the AC chart, at No. 19.

Locke signed with Curb Records in September. The label has sent her first single, "8th World Wonder," to radio and is planning to promote it heavily in January.


SWEATIN' TO THE OLDIES: Chubby Checker's return to the charts was documented in this column two weeks ago. Now, Checker's latest single, "Limbo Rock (Remixes)" (Teec) debuts at No. 5 on Billboard's Hot Dance Singles Sales chart. The artist credit reads "Chubby C & OD featuring Inner Circle."

With Checker's debut, the top-5 of this chart suddenly is showing its age. Joining Checker in the top-5 are Elvis Presley (No. 1 with "Rubberneckin'") and the Rolling Stones (No. 4 with "Sympathy for the Devil (Remixes)").


DOUBT FULL: No Doubt ties its previous highest debut on The Billboard 200, as "The Singles 1992-2003" (Interscope) enters at No. 2. That matches the No. 2 debut of "Return of Saturn" in April 2000. No Doubt's first chart entry, "Tragic Kingdom," opened at No. 175 in January 1996 but eventually spent nine weeks at No. 1.
