Veteran artist manager Peter Jenner has blasted labels for still failing to see the "catastrophe" awaiting them if they do not develop their digital strategies more rapidly.

Jenner, who recently completed a report on new technologies and consumer attitude called "Beyond The SoundBytes," says that the industry's indifference to the dossier's warnings has prompted an upcoming debate.

The topic will be scrutinized during the conference, titled, "Global Record Business: Urgent Blue Sky Debate," which will take place Nov. 15 at the Foreign Press Association in London.

"The continuing catastrophe of the music industry gives (the report) even more currency," Jenner tells Billboard.biz. "After all, when I originally wrote it, Tower Records existed," he added, referring to the retail giant's recent liquidation.

In addition to Jenner, other confirmed speakers include Martin Mills, chairman of Beggars Group. Also participating will be Emma Pike, CEO of British Music Rights, and Stephen Johnston, Nokia U.K.-based corporate strategy team member.

Jenner believes that, going forward, the international music industry must accept there are reasons for recent negative developments, including the slowing CD sales.

Although consumers' demand for music is greater than ever, he continues, "we're tied to a business model at the declining end of the market. For example, we should be considering doubling the prices of CDs and marketing them as premium items."
