Rush and Deep Purple, long considered glaring oversights for the Rock and Roll Hall of Fame, are among the finalists on this year's ballot, joining several returning names and a pair of groundbreaking rap groups.

Also among the first-time nominees for the Rock Hall's class of 2013 are Public Enemy and N.W.A., as well as Motown group the Marvelettes, British rockers Procol Harum and blues guitar legend Albert King. R&B troupe Chic is making its seventh bid for induction, while the late disco diva Donna Summer is on the ballot for a fifth time. Heart, Joan Jett & the Blackhearts, Kraftwerk, the Meters, Randy Newman and the Paul Butterfield Blues Band are each making their second return for consideration.

Rock Hall Inducts Guns N' Roses, Chili Peppers, Beastie Boys

Ballots will be mailed to the more than 600 Rock Hall voters later this fall. The 28th annual Rock Hall induction ceremony takes place for the second time in Los Angeles, on April 18, 2013 at the Nokia Theatre L.A. Live. HBO will tape the show for broadcast at a later date.

Fans and fellow inductees have championed Deep Purple and Rush for induction, though the bands themselves have feigned a degree of indifference. Rush guitarist Alex Lifeson previously told Billboard, "It kind of has nothing to do with us, you know? We feel there are even other bands that should get in there before us, so we just really don't worry about it." Rush has already been inducted into the Canadian Songwriters Hall of Fame, received a star on the Hollywood Walk of Fame, a Billboard Legends of Live award and, earlier this year, a Governor General of Canada Performing Arts Award for Lifetime Artistic Achievement.

After Metallica's James Hetfield promoted Deep Purple during the 2009 ceremony in Cleveland, Deep Purple frontman Ian Gillan said, "That's very flattering that they care. We probably deserve it, but... we didn't start making music thinking of honors and halls of fame, and we still don't."

Acts are eligible for the Rock Hall 25 years after the release of their first recording, album or single -- 1987 or before for this year's nominees.
