Hilary Duff, Ludacris and Simple Plan are confirmed to perform live as part of MTV's New Year's Eve celebration on Dec. 31 in New York's Times Square. Duff will also co-host the event, which will air beginning 10:30 p.m. ET. Simple Plan has been tapped to perform a "surprise cover song" just after the clock strikes midnight to ring in 2004.

The show will also feature a competition between the winners of the first two MTV "MC Battles," Reign Man and Wrekonize. Fans can vote for their choice via MTV.com.

MTV is also sponsoring a contest to award one winner passage on a private jet from Atlanta with Ludacris to the New York event, followed by a VIP party with the rapper in tow. The contest begins Dec. 8 on MTV.com.

In conjunction with the festivities, the network will on Dec. 20 premiere its countdown of the top 40 videos of the year.
